cloud-init failed on sles

I am trying to pass user-data to SLES VM using hot template. cloud-init is installed in the SLES but execution of scripts passed to user-data is not being done during boot up. When I manually tried to start cloud-init in /etc/init.d/, it starts but end up with an error as shown below:

I am also wondering if any configuration is needed for the cloud-init to execute scripts during boot up time.
