Where to add blueprint for new proposed idea

I have idea about some new things in Openstak. Its not related to nova, keystone, glance etc...

This might be new project, where can I submit blueprint for this new proposal.

I checked Blueprints Wiki but it suggest only for existing projects.

OpenStack works on a six month release cycle ( ) with milestones, and stable branches for existing releases.

If you're interested in the release under current development there's a dedicated site:

At a more fine-grained level, features in OpenStack are tracked using the 'blueprints' section of launchpad.

For example:

Simply substitute 'nova', or 'juno' for the OpenStack project or release you want to track.

Additionally, many of these blueprints link to a wiki page for further information.

my suggestion is you can talk about them in the openstack IRC refer to this wiki which is very quick and clean way to see if your idea can be catching by the core PTL or leaders in openstack community then document them in in details, finally put the eitherpad link into the right place( mebbe launchpad) then you are all set.
