Is there a chance that clients receive a connection error when autoscaling down?

When using autoscaling (heat template example autoscaling.yaml), if a webserver is removed, can it cause a connection error?

For exemple, let's say I'm uploading a big file, scale_down is triggered and the VM I'm connected is deleted. Will the uploading fail or the loadbalancer (neutron) will handle the reconection to another VM?

It will fail.

Thanks. Even if the webservers share a nfs as a storage backend?

Yes. If you have a TCP connection to a server and that server is shut down, the TCP connection will drop. Nothing to do with OpenStack, that's just how the Internet works.
