is HP Helion OpenStack still based on icehouse? Juno was released 16 October 2014....

The next release of Helion OpenStack is built on OpenStack Juno Stable.

Correct, the current version ( http://docs.hpcloud.com/helion/openstack/release-notes/101/ (http://docs.hpcloud.com/helion/openst...) ) is Icehouse based and the new version (1.1) will be built on Juno.

A release date for the next version has not been announced though.

HP Helion OpenStack Enterprise Edition 1.0 is based on juno master, not sure the latest Helion OpenStack community edition is based on icehouse or juno.
