Check out Shinken. It's a monitoring framework that's a Python Nagios Core total rewrite enhancing flexibility and large environment management.
Packstack includes Nagios and some monitoring sensors. OpenStack itself does not propose a monitoring solution, although ceilometer has a concept of alarms, you would need a lot more to monitor OpenStack.
The OpenStack operations guide ( http://docs.openstack.org/openstack-o... ) has a chapter on monitoring.
There is a Monitoring Working group starting following the last summit ( https://wiki.openstack.org/wiki/Opera... ) and a github repository where people are sharing their various problems etc. at https://github.com/osops/tools-monito...
Some of the monitoring projects also include OpenStack monitoring packs such as Zenoss.
as far as i know the nagios is not shipped by OpenStack so far, OpenStack is just a framework to orchestrate various technologies to make them work together, nagios is for monitoring and you might need nagios driver for OpenStack to do monitoring.
BTW: if you want to do monitoring in OpenStack, the ceilometer is a greate project to look at, it will become the major solution for monitoring which uses various existing monitoring methods like nagios zabbar ... as plugins in a near future.
