How can I build VLAN's with Openstack Juno?

Hello I'm new in Openstack and I hope you can help me.

I have installed Openstack on 3 physical servers with Neutron like this documentation:

1 Server is the Controller. 1 Server is the Network Node. 1 Server is the Compute Node.

Actually I have a FLAT external network and the VM's are Connected to the Network Node with GRE Tunnels like in the documentation. Everything is working well.

Now I want to build VLAN's. I want to build the external Net as a VLAN. The networks of the VM's should VLAN's too.

How can I do that in Openstack?

I have only found old documentation for Havana or Icehouse.

Replacing word "quantum" with "neutron". Syntax will stay the same on Juno.
Don't forget update correspondently ml2_conf.ini files.
