externel network not shared can be used

Create a network with external_router:true and shared: false.

Just as it is a not shared public network.

But it can be used by other tenants.

Is there something wrong? Or the shared field is not used in public network?

Create external network by admin which belongs to tenant "services" on RH systems.
Then it could be used by other tenants. Last time I checked it on Havana

Create Neutron networks on Controller node

Find the tenant_id of services tenant
  $ keystone tenant-list | grep services | awk '{print $2;}'
  a04e8158c9974f2699185994791e78c1
Create an external network
  $ neutron net-create --tenant-id a04e8158c9974f2699185994791e78c1 \
    ext --router:external=True
