One way to do this is to migrate via Snapshots. Keep in mind you'll want most of your images to be RAW and disks to be RAW instead of qcow2 when using Ceph.

You'll need to create snapshots, download snapshots, disable services so users don't keep trying to add new instances, change the back-end, restart services, verify services + instances, upload snapshot, launch from snapshot.

If you are changing the back-end for Nova to Ceph then you may want to look into backing Glance + Cinder as well, that way you are managing one Ceph cluster and can use it across all services.

Also, with Ceph you should look into Jumbo frames.
