How to identify "noisy neighbors", using lots of network resources in cloud?

we have a tenant that is pushing a lot of traffic into the network. Is there a way that we can see which instance is generating the traffic?

This may work with Ceilometer + Nova based Meters. There is a group of meters that will give you the data you need, start in the documentation where this meter shows up:

network.incoming.bytes  c   B   iface ID    p   1, 2    Number of incoming bytes on a VM network interface

This would require a Ceilometer configuration which expects MongoDB. You may need to configure this during a planned maintenance.
