What kind of policies can be created in keystone?

In openstack documentation it is mentioned that , OpenStack Identity enables you to configure centralized policies across users and systems. But what kind of policies can be created? Can some one please elaborate?

In the keystone diagram, there is something called as policy backed. What is it? Can you please give an example to better understand it?

Keystone policies are for RBAC only. The policy backend was an attempt to provide a place to store and fetch them, but its use is not required.
