yum install RDO can't open the url

I am having trouble installing RDO Repositories. When I do the following yum install -y https://rdo.fedorapeople.org/rdo-release.rpm, it comes back with error can't open up url.

I had a similar problem using RHEL 6.4. I did an upgrade to latest RHEL 6 version and everything went fine. Was something related to an old version of curl and the ssl cert used by http://rdo.fedorapeople.org
