Does the evacuate command work for a host whose compute is no longer accessible?

If you have a situation where the compute of a failed host is not responsive and/or inaccessible, can you still use the evacuate commad or does the command need to communicate to the compute of the failed host?

Yes, instances on a failed compute node can be evacuated (refer this).
