DevStack installation error

I have installed ubuntu 14.04 using VMware Workstation 11 VM, now I m trying to build openstack cloud through DevStack but after executing ./stack.sh, I found an error after a long time and line of code Directory '/opt/stack/cinder' is not installable. File 'setup.py' not found., and also doesn't get horizon URL. What should I do to fix this?

I have reinstall it many time, even make new VMs and install fresh devstack but every time horizon URL doesn't appear, means not properly installed...

Is the same error shown everytime you installed a fresh version of devstak?

no sometimes its finished without any error but not working

What about the openstack-client APIs? Is the nova and other openstack services in running state? Check the nova, by the following commands:

source openrc admin admin
nova list
