ya it may work.

provided you have to launch an instance of a 32-bit image only. the documentation provides instance will fail if you launch a 64 bit image.

my suggestion is do trial and errors and post your results here.

I doubt you'd be able to run OpenStack in a 32bit environment mostly because the host would be unable to use more than 3.5Gb of RAM.

In any case, there is a better way to answer this question: try and let us know how it fails (if it fails).

The 3.5GB thing isn't entirely true thanks to PAE. 32-bit machinces can actually address 2^36 memory (64GB). Most kernels have it enabled by default nowadays.
