There are same folder in OpenStack production server but diff location. You will find devstack Dashboard folder in /usr/share/openstack-dashboard/openstack_dashboard/dashboards. Just copy files from devstack and restart apache using this command: sudo service apache2 restart. then browse OpenStack

There are many OpenStack Distros which you could go with, if you're a Red Hat lover, then you might go with RDO or RHOSP or with IBM Cloud Manager, if you love Ubuntu, then Ubuntu OpenStack, Mirantis Fuel or HP Helion might be the right solution, at the end it depends on the size of your cloud and the expertise of your team and your budget.
