I would suggest you to learn how to use OpenStack clouds first. A starting point would be the documentation pages, like Set environment variables using the OpenStack RC file

Verify in the documentation if they are looking for an admin user or just a _member_ of a tenant. The admin user will have access to the entire cloud, so it can launch instances for tenants. They more than likely want the admin user.

The credentials are going to be the same you use to get into the admin section of Horizon. When you login to OpenStack you are usually going to have the Admin credentials unless you are in a shared environment. If you are in a shared environment then you probably need to get your tenant ID + user + password.

Usually the credentials are configured in the openrc file on a controller (if using a deployment tool or if you followed the deployment guides by OpenStack.)
