Since this is a FAQ, let's use this question to build a nice howto for debugging generic 111 errors with devstack.

I could not solve this. I setup Ubuntu again and setup devstack again. Everything fines now. but one problem in cloning. When I cloned it cloned from git:// but cannot cloned. and when I set https:// then It can clone. I set git_base in local.conf file in devstack but it could not solve this.

I'm not sure I understand: you're trying to clone devstack inside a virtual machine and you cannot git clone as indicated in the documentation?

No, this is not the case. Initially I can clone. but when running ./, they tried to clone requiremnts, nova, glance etc using git:// and failed. I entered git base in local.conf file but it always tried to clone from git://

maybe a firewall issue blocking git:// port? what error do you get?

First thing is to make sure that you're following the right instructions to install devstack. There are lots of blog posts and other results online but the very step is to follow the official devstack documentation. If things don't work, the first thing to do is to make sure you're checking out the correct, latest, stable code and the tested configuration.

Ensure that your nova-api service is running on your host (in your case IP and is listening on port 8774. Port 8774 corresponds to nova-compute service, it's needed for authorizing to keystone service.

You need to check for the nova-api service logs (devstack defaults to /var/log/nova/api.log) to determine the cause of service start up failure. Paste the logs onto and provide the link in your question (edit it, don't add comments). To enable debugging, have a look at these answers.

Thanks a lot for reply. I am using VM and I installed using (All in One Single Machine) only for devstack. Was I right?

I had similar issue after rebooting my computer.. is this your case? You have to launch rejoin-stack after every reboot to rejoin the previous screen..

The error that you facing "Max retries exceeded with.." can be caused due ti various reasons. But here the issues is with nova as port is "8774".

In devstack by default logs are not generated.

To debug this please try checking if all the services are running or not? using "ps -Af | grep SERVICE-NAME" command or "screen -r". Since nova depends on glance, neutron, cinder and AMQP server, ensure all these are running.
