I have two strange problems.

  1. When I create an instance using image cirros with flavor Tiny or Small, everything is totally fine, I can ping and ssh the VM I just created. But when I create an instance using image CentOS or Fedora with flavor Small, the VM is running but I can't ping or ssh it.

  2. When the flavor is bigger than Small, no matter what image I use, the instance just couldn't start up, the status is shutoff and power status is shutdown. (

It's very weird, is there anyone professional can help me out? Thank you for your time.

What's your machine configuration. When you start an instance that is in ShutOff state, what error occurs. Also have you checked Instance logs.

This is because of you machine resources. I think your machine doesn't have bigger flavor resources.

You can figure out the exact issue in nova-scheduler log. And also check you disk space using df -h, RAM using free commands.
