I believe that is the local branch name. Assuming you are working on bug fix in a local branch called "bugFix". Once you are done with your changes, if you do git review , then topic field will have the name "bugFix"

You can also manually set the topic.

Official help is

-t topic, --topic=topic
Sets the target topic for this change on the gerrit server. If not specified, a bug number from the commit summary will be used. Alternatively, the local branch name will be used if different from remote branch.
