It depends :) NFV in OpenStack is cross-project effort meaning that all OpenStack components may be touched by it. Depending on what the blueprint really targets, it may be filed in Neutron, Nova, Keystone, Horizon or others. It's not unlikely that a blueprint touches more than one project: in these cases multiple blueprints will have to be filed. Together with the blueprint(s) you'll need also to write specifications. The details are on the wiki.

I would suggest you to edit your question to add details about the blueprint itself (like a URL to its description, for example) and hop on IRC (openstack-dev) to get answers in real time, get to know your colleagues, socialize your ideas with others.

Blueprints are submitted under individual projects (Nova, Neutron, Heat, etc.). There is however an NFV subteam (soon to be renamed Telco Working Group) aimed at working together on:

  1. Identifying use cases.
  2. Identifying functional gaps.
  3. Creating blueprints for the relevant project(s).
  4. Submitting and reviewing patches for the relevant project(s).

See for more details.
