How to update a volume

I am trying to update a volume of an existing server using the command:

nova volume-update <server> <volume> <volume>

This fails due to an error in the nova CLI. But I can see the REST API requests that are being sent. Those requests are successful but do not change the volume attachment. Here is an example:

Detaching the volume first does not help as this is the root volume.

Is there a way to change the volume used by a server without loosing its other properties?
