Who is providing instructors for developer training course?

I am interested in following an instructor led training for Openstack developers as described here.

Who is offering this service and what are the costs?

The training guides are not a service offered by any particular company. They are resources available to anyone who either (a) wants to use the guides for self study or (b) use the guides to offer training to other people.

If you are looking for instructor-led courses, you may want to investigate the training section of the OpenStack Marketplace.
