Instance Not Booting, Freezing at "Starting configure network device security"

I'm using OpenStack Havana on a Ubuntu 12.04 Server running in VMware ESXi 5.5. I created a VM with a simple Apache2 server on Ubuntu in ESXi and configured it as I needed it. I then shut it down, and copied the VMDK from the datastore to my desktop. Then I created an image in OpenStack using that VMDK.

I'm able to create an instance with no issue, but then when I go to boot the VM and check the console, the boot procedure has hung on "Starting configure network devices". Here's a screenshot:

The VM was a 1.8GB disk with 256MB RAM. I'm using a flavor that looks like this:

I should also mentioned that I've configured Nova to use QEMU in the /etc/nova/nova-compute.conf file on the compute nodes.

I'm fairly new to OpenStack and don't have a great handle yet on what logs to be looking in for specific issues like this. Is there anyone out there who can help?
