nova network means you can only assign 252 ip addresses?

So I can get flat DHCP networking up and running with nova network no problem - really struggling with neutron (quantum).

My question is - if I stick with nova network, i can only have a max of 252 vm ip addresses ? nova network only accepts /24 networks.

Can anyone tell me if this is the case in which case I will need to continue to try and get neutron working.

Nova network can work with any number of IPs. It is using default /24 mask if you don't specify network_size parameter as far as I can remember.

Example:

nova-manage network create --fixed_range_v4=10.0.0.0/16
                           --bridge_interface=br100
                           --num_networks=1 --label=private
                           --network_size=65536
