Can not retrieve instance data

Hi All,

Running into a weird problem recently.

If I use a user account and run nova list --all_tenants response comes back with all instances for that project.

If I use admin account and try to retrieve information on all instance with command nova list --all_tenants

Get error:

ERROR: The server has either erred or is incapable of performing the requested operation. (HTTP 500) (Request-ID: req-f07dbb7d-102f-4ff3-a1b2-9069e006d93b)

Nova-conductor has a DB lock error:

These do not apply to my issue. It appears it is only impacting 1 project. In addition, if I run command that retrieves information for all projects that will fail as well. Any nova or keystone command that does not pull specific information for this 1 project works.
