Unable to do telnet on between the guest instances.

After provisioning the instances from the Horizon(Havana), I am not able to do telnet on b/w the gest instances. But I could able to do telnet on port 22 and ping on both the host name and IP address. I disabled the IPtables and SELinux too but no luck.

Please help me on this.

Is telnet port (23) allowed via security rules ?

I doubt telnet is installed by default on the guests. Make sure that telnetd runs first.

Yes, its running. I could able to do telnet on ssh port 22 and not on any other ports.

Yes its enabled. I could able to do telnet on ssh port 22 and not on other ports..
