Cinder volumes not attaching across hosts

I have a POC all-in-one packstack install, with an additional compute node. I'm having an issue where volumes that are created on one host, will not attach to instances on the other host. They will attach to instances on its own host without issue. I'm running tgt, and have checked the tgt config as well as the cinder config and am not seeing anything obvious.

Can anyone think of anything obvious off the top of their head?

What says iptables-save | grep cinder on controller ?
