32bit images do not work

I'm using RDO installation on centos 6.5 on 64bit hardware. The system works perfectly for all the x86_64 bit images, but 32bit images (I tried ubuntu cloud images) do not boot correctly. The networking is starting much longer than 64bit images (like, about 10 minutes), and then connection cannot be made due to public key issue.

Any pointers?

and how would I do that for preset cloud images? user-data?
