connection refused during image-create on glance

i am getting error while creating image

my env vars are :

declare -x OS_AUTH_URL="http://controller:35357/v2.0"
declare -x OS_IMAGE_API_VERSION="2"
declare -x OS_PASSWORD="stack"
declare -x OS_TENANT_NAME="admin"
declare -x OS_USERNAME="admin"

Issue # 1:

1 )empty positional argument (unavailable) - how to populate/retreive them by running connection parameters

root@ubuntu-08:~# glance help image-create
usage: glance image-create [--property <key=value>] <unavailable>

Create a new image.

Positional arguments:
  <unavailable>         Please run with connection parameters set to retrieve
                        the schema for generating help for this command  <========= Empty list .. 

Optional arguments:
  --property <key=value>
                        Arbitrary property to associate with image. May be
                        used multiple times.

Issue # 2:

seeing connection refuse while attempting to create image ... i saw previous thread on it but couldn't find satisfying answer.

root@ubuntu-08:~# glance image-create --property name "cirros-0.3.2-x86_64" --property disk-format=qcow2 --property container-format=bare --property is-public=True < cirros-0.3.2-x86_64-disk.img 

Error finding address for http://10.18.124.182:9292/v2/schemas/image: HTTPConnectionPool(host='10.18.124.182', port=9292): Max retries exceeded with url: /v2/schemas/image (Caused by <class 'socket.error'>: [Errno 111] Connection refused)

check your glance services, whether they are up and running

Yeah - I have checked that pasting here, look like service is running

root@ubuntu-08:~# ps aux | grep glance glance 7812 0.0 0.0 108676 37576 ? Rs 14:38 0:00 /usr/bin/python /usr/bin/glance-api root 7818 0.0 0.0 15940 920 pts/7 S+ 14:38 0:00 grep --color=auto glance

Also, is 10.18.124.182 actually the ip address of the system on which glance is running?

"Connection refused" is a clear error; it means the service is not actually listening. Don't use ps to verify that it is running; use netstat to verify that something is listening on port 9292. Please update your question rather than adding comments (it's easier to read that way).
