offline installation

I have a Redhat 6.5 server with no internet access. Is there a way i can manually download openstack packages and install.

Create a local repository for RHEL 6.5 and RDO:

http://wiki.centos.org/HowTos/CreateL...

You will need network access to download the repositories. You'll also need these repositories for the instances that are running within OpenStack. When I had to set something like this up I downloaded the RHEL/CentOS/Ubuntu repos ans setup local repositories. You'll also need to do this for the repositories for OpenStack Packages.
