Add the error after updating MySQL. If you are unable to update MySQL you may need to look over MySQL guides or verify your configuration according to the guide you are using.

The error looks like Neutron is unable to access MySQL because your host is blocked according to the logs:

Did you run the command recommended?

The problem is still "Connection to neutron failed: [Errno 111] Connection refused",keystone.conf has not new information

Ok, cleaning up comments as we troubleshoot so it's clean. Are you seeing any errors in keystone? Is keystone running properly:

/etc/init.d/openstack-keystone status

The service name could also just be keystone, if that is the case you can run:

service keystone status

If it's still running then you should verify your configuration in keystone for MySQL and then verify that the user/password works.
