When can I attach a volume?

I have 2 questions related to volume attachments to a compute instance:

Q1: What status(state) an instance has to be in when one attempts to attach a volume to it? Q2: What status(state) a volume has to be in before it can be attached to an instance?

Q1 - Instance status ACTIVE , Q2 - volume status available

The Instance should be running, you just attached the volume to the instance from the volume menu. Next because its RAW you must first put a partition and file system on it, then mount it (via the instance OS) to a mount point on the VM/Instance. Doing a df -k it should show up now.
