Neutron with no NAT agent for external IPs

Is there a way to configure neutron such that it routes directly to the provider network? Essentially, I want to eliminate NAT due to performance reasons. With what I know, legacy network provides this but are limited to a single tenant. In terms of requirements, I want to configure one or more provider networks in a multinode implementation and have instances get an IP directly on the provider network thus eliminating L3 NAT.

Any help appreciated.
