cloud-int having trouble using the DHCP server as its server

Afternoon Ask Openstack,

I have recently changed my cloud setup up to use VLANs instead of GRE but I have run into a problem, when cloud-init runs it tries connection to http://169.254.169.254/ . I did some research and found out there is a option in the neutron dhcp agent that will have it insert a route into the instance that points back to itself (the dhcp server) and the it will proxy to the metadata agent. I have enabled this option yet no dice.

Here is what I get back from cloud-init on the instance

Comments

Failure to access nova-metadata server && failure to run cloud-init. Snandard DHCP Server for tenants VLANS dnsmasq daemon runining in corresponding qdhcp-namespace.

Check your IP tables and remove or disable rules.
