Virtual Tenant Network

I have some confusions about the concept of virtual Tenant Network. As far as I understand: Virtual Tenant Network is a set of Virtual Instances launched in a private Network (in Openstack) in a single compute node or distributed among different compute nodes.

For example if i create a network using:

neutron subnet-create internal_network --name internal_subnet --allocation-pool start=,end= --disable-dhcp --gateway

and then launch VM's on it, so technically is it one Virtual Tenant Network?

Yes, it is L2 isolated. (seperated by Vlan or Vxlan or gre)
