keystone - unable to establish connection

While installing keystone services, at the step of creating tenants, I get the following error,<attribute 'message'="" of="" 'exceptions.baseexception'="" objects=""> (HTTP unable to establish connection to http[:]//controller:35357/v2.0/tenants).

Please help me fix this error asap!!

Please be more descriptive of your environment and steps you have tried to resolve this issue.

Ensure that keystone is running and reachable at controller on port 35357 with telnet. Be sure to check and post logs if these steps do not resolve the issue.

Network problem or Keystone server is down.
