cinder.conf : Default and Backend combination

I wanted to understand if combination of default and backend config is valid configuration or not.

What I notice is when cinder.conf is configured with both default driver and at least one backend, then the default driver volume service will show up down. Essentially the moment I uncomment 'enabled_backends', and restart the c-vol service then the default volume service goes down and only the configured backend volume services shows up and vice versa meaning the moment I comment the 'enabled_backends' and restart the c-vol, then the default volume service's status changes to "up". Does this mean default volume service will not work if at least one backend is configured?
