VMware hypervisor with no cluster

I'm using the latest version of DevStack (I checked out commit 4c8af9) and I want to connect it to our VMware VSphere host. Our host has no cluster, so I left the configuration in my local.conf empty:


Unfortunately, nova fails with the following error:

Error: Service n-cpu is not running

When I look into the n-cpu logs it says

Is there any way to configure the VMware hypervisor to not use a cluster?

Correct, you need to have a cluster using the vsphere nova driver. The only way to use OpenStack without a cluster is the ESXi nova driver which is deprecated and removed in Juno.
