Persistent images (volumes) in local storage. Possible?

Hello, I am trying Openstack to see how it compares against other similar solutions and am a bit confused with the "volumes".

All our instances operate like VDSs, so they need persistent images for everything (well, except swap). The way I understand the documentation, to get a persistent image, I have to create a Volume in Cinder then I can boot the instance from it. So far so good, but isn't that "network storage" or does the volume get copied to the hypervisor and then copied back when it's no longer needed?

I need the storage to be local, for performance reasons. Nothing beats RAID10 of local SSDs. Is there a way to have persistent images with local storage.
