I am using flat-network. fixed IP is allocated but unable to associate it on boot. I need to use the console and disable/enable the network connection for it to able acquire the assigned fix IP.

Are you using cloudbase-init? In case can you post the log?

A common reason is MTU. Cloudbase-Init sets the Windows nics MTU based on the option required by Neutron, but if you're not using it you might need to lower it from 1500 to e.g. 1470.

Can I ask what Logs do you need in particular this is the first time i have tested booting windows on Openstack. I have images imported from other hypervisor like vmware, so it is a mix of the image from cloudbase-init and a vmdk. But I experience the issue on both source image.
