When having the following setup:

1.try restart all service. 2.set the follow item in ovs_quantum_plugin.ini: firewall_driver = quantum.agent.linux.iptables_firewall.OVSHybridIptablesFirewallDriver, it is default value,but have to set it, may be it can be a bug.

It may be because your quantum settings are in the [keystone_authtoken] section of nova.conf. Try moving them up into [DEFAULT].

=> I have set it up properly. Still error i there.

I missed the bit at the end about how it works when no --nic is supplied. That is strange. I suggest you open a bug and provide the complete debug log from nova-api and neutron.
