Cannot reach floating ip from VM

Everything about my Openstack Instance is working. However, I cannot ping floating IPs from a VM. Is there some provision for VMs accessing each other via their floating IP? It is not sustainable as you add 'peer' VMs via openstack to have to replace instances of the URL appearing for 'peer' VMs with it's corresponding private IP or to basically trick the it by putting an entry in the hosts file.

There seems to be a DNS table that openstack manages, but the entries do not seem to be friendly to manually configuration. It would be nice if you could add/edit the dns entries in this table so that if you add a VM with references to URLs that point to other peer VMs it would still work without having to make provisions in the hosts file.

Can you ping your instances via floating IP's outside of OpenStack? I'm wondering if maybe you didn't set the network rules to allow ping and ssh:

I can access my VMs via floating IP from an external computer. By default, I have -1 and port 22 allowed. However, if I have 2 VMs (VM A and VM B) I cannot ping/ssh/http VM B's floating IP address from VM A. Conversely, I CAN ping/http/ssh VM B's floating IP from some external computer.
