Instances not failing over to second compute node

I have 2 compute nodes but when one goes down the instances are not failing over to the second node. I have been unable to find clear documentation on how to set this up so far.

I have the instances setup with shared network storage and I have been able to preform migrations between nodes. I'm also not looking to have this be a live migration from a failed compute server. I am okay with having down time if a compute node fails.

Please will someone point me at lest in the right direction?

Compute/Controller/NFS Storage are all running on Ubuntu 14.04

Can you mention about configuration or any HA ?

I don't have any HA system in place at the moment. I find that all the HA systems that I come across are all for the Controller, Network, Storage, etc ... but never for the compute components.

I have been doing some searching and found that Heat maybe what I'm looking for or just a custom script.
