Should the VM s have access to API endpoints? I cannot connect to any of the listed endpoints . Curl http://...:5000 (or any endpoint of that matter) results in 'cannot connect error'.

Can anyone help me with this ?

No, instances have no access to Opestack API in normal conditions (that is, when they have access only to private tenant networks). You'll need to explicitly route that network to the network where the API are exposed, by means of an external router or an external provider network with Neutron L3 agent. In most cases, this is strongly discouraged because of the security implications, but YMMV.

Hi, Thanks for the response. I was trying to setup cloud foundry on OpenStack and it was not mentioned that neutron is a must for the deployment.( I have nova network setup ) . Is there a way to enable API access with nova network?
( or may be its time to move to neutron ! ) Any suggestions ?

In Neutron with VLAN driver, instances will live on a specified VLAN (their traffic will be tagged with a specific VLAN ID, that is). If you controllers have interfaces in the same VLAN and expose the API's there, then your instances will be able to use those API's (done it in the past).
