Is there a way to create instances without having them automatically startup?

We're using Icehouse on Ubuntu.

I'd like for instances to use existing dhcp and to do that I need to

1) create instance

2) register the instance mac address with existing dhcp server

3) power on instance

However, 'nova boot' just auto starts instances . Anyway to do this without editing source ?

I don't have an answer for creating an instance without boot, but maybe I have a solution for reusing the ip address:
If you are using neutron:

1) create a neutron port
2) assign this port during the inital boot (nova boot --nic port-id=....)
3) Before terminating the instance you have to deassign the port from the instance (neutron port-update --device-id="" ..)
4) terminate the old instance, or just reassign the port to a different instance
