Can I attach a volume to and instance prior running state?

Can I attach a cinder volume to an instance prior the running state? I am asking this because, to manage the volume at contextualization time, it needs already to be attached when the contextualization starts.

Yes you can do this. It's not attaching prior to running state, it would be booting with ephemeral and a secondary volume attached:

You could use their examples and look into this option:

bootindex=INDEX

Orders the boot disks. Use 0 to boot from this volume.

You would set it to a non zero number.
