Per your neutron-dhcp-agent is not running.
$ neutron agent-list
$ ifconfig
$ ovs-vsctl show
Post dhcp_agent.ini

First thank's for your fast answer. This is the result of the neutron agent-list call. I think that the dhcp-agent ist running on my controller (tb23) is it right? dhcp_agent.ini:

You wrote: think that the dhcp-agent ist running on my controller (tb23) is it right? - No. You may check via $ps -ef | grep neutron-dhcp-agent

debug = False
resync_interval = 30
interface_driver =neutron.agent.linux.interface.OVSInterfaceDriver
dhcp_driver = neutron.agent.linux.dhcp.Dnsmasq    this string is missing
use_namespaces = True
enable_isolated_metadata = False
enable_metadata_network = False
dhcp_delete_namespaces = False
root_helper=sudo neutron-rootwrap /etc/neutron/rootwrap.conf

I checked it with on tb22 (controller) $ ps -ef | grep neutron-dhcp-dnsmasq stack 31577 30680 0 13:31 pts/0 00:00:00 grep --color=auto neutron-dhcp-dnsmasq

and compute-node: stack 20517 20440 0 13:34 pts/5 00:00:00 grep --color=auto neutron-dhcp-dnsmasq

is there something wrong in my local.conf? or is it normal that i have to post-configurate the ini files?

Verify status of service neutron-dhcp-agent
$ neutron agent-list
Check dnsmasq to be running :-
$ ps -ef | grep dnsmasq
Fix dhcp_agent.ini :-
dhcp_driver = neutron.agent.linux.dhcp.Dnsmasq

sudo ps -ef | grep dnsmasq nobody 29824 1 0 15:16 ? 00:00:00 dnsmasq --no-hosts --no-resolv --strict-order --bind-interfaces --interface=tap56e38eeb-29 --except-interface=lo --pid-file=/opt/stack/data/neutron/dhcp/da64f050-817f-4a07-9c6a-248bd907faf2/pid --dhcp-hostsfile=/opt/stack/data/neutron/dhcp/da64f050-817f-4a07-9c6a-248bd907faf2/host --addn-hosts=/opt/stack/data/neutron/dhcp/da64f050-817f-4a07-9c6a-248bd907faf2/addn_hosts --dhcp-optsfile=/opt/stack/data/neutron/dhcp/da64f050-817f-4a07-9c6a-248bd907faf2/opts --leasefile-ro --dhcp-range=set:tag0,,static,86400s --dhcp-lease-max=16777216 --conf-file= --domain=openstacklocal stack 31009 9762 0 15:22 pts/2 00:00:00 grep --color=auto dnsmasq

it dosen't help :(

is it right that my Vlan didn't tag the Frames?

This is a part of the tcpdump after i reboot a VM on TB23. On TB 22 i get nothing.
