Neutron cannot ping floating IP

I've checked other questions and have tried some suggestions but with no luck.

I've a simple icehouse install with neutron (ml2 with ovs and gre) and a compute node. I cannot ping the floating IP of the instance but can ping the route external IP. The security group has been modified to allow ICMP packets.

Debugging a bit I found that I can ping the internal gateway from the IP subnet but cannot ping the instance IP.

PING 10.10.10.4 (10.10.10.4) 56(84) bytes of data.
From 10.10.10.1 icmp_seq=1 Destination Host Unreachable
From 10.10.10.1 icmp_seq=2 Destination Host Unreachable
From 10.10.10.1 icmp_seq=3 Destination Host Unreachable

To close the loop, this truly is a weird behavior. Deleting brex on my network node and recreating it solved the issue.
