unexpected error setting up keystone

Please HELP - stuck in installation- currently setting up identity service but keystone wont lt me create a user I have been stuck here for quite a while. currently i am using ethernet0 to access internet the /etc/hosts is as follows:

#127.0.0.1      localhost
127.0.1.1       controller
10.3.12.240     openstack1

 controller@controller:~$ keystone user-create --name=admin --pass=seecs123 
 An unexpected error prevented the server from fulfilling your request. (HTTP 500)

Please advise what to do

First make sure keystone is running curl http://controller:35357 -- This should output version information

If keystone is running, then check keystone log file. That should give you a hint. BTW how did you set up keystone? Is it devstack or from source or any distribution?
