The purpose would be to monitor the resources on the OpenStack servers with its sub-components. External connectivity to Icinga would be a valuable benefit. Is Ceilometer the best match?

I can offer you the tool that we are using to monitor our servers Anturis(http://www.anturis.com). You may have a look.

Ceilometer is a somewhat obvious choice simply because it's natively integrated with OpenStack. I know that Puppet Labs were planning to find a way to implement Nagios/Icinga/Sensu/etc monitoring, but don't think that's a feature they've added just yet.

Nagios is also a good choice http://www.nagios.org/

We already have Icinga installed. The objective is to monitor the OpenStack services, i.e. Glance, Cinder, Nova, Neutron, etc.
